MEMBERSHIP IN THE NATIONAL GUARD IS REQUIRED: This is an Excepted Service position that requires membership in the Oregon National Guard as a condition of employment. Selectee will be required to wear the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Unit of military assignment is any supporting unit of JFHQ. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Acceptance of a permanent or indefinite position with the Oregon National Guard will cause termination from any Guard Recruitment Bonus or Guard paid student loan. INTRODUCTORY:
This position is within the Oregon Military Department (OMD) Adjutant General Installations (AGI) Division Environmental Branch. The Installations Division includes the Real Property Operations and Maintenance (RPOM) Branch, Construction Branch, Environmental Branch, and Support Branch. The Division is responsible for the operation, maintenance, repair, alteration, rental, and leasing of Oregon Army National Guard (ORARNG) facilities; design and construction of new facilities; acquisition and disposal of land and facilities; and environmental compliance.
MAJOR DUTIES:
Serve as Laboratory Director for environmental laboratory at Camp Rilea, Oregon, in support of water supply system and wastewater treatment plant operations, and other state-wide ORARNG operations in accordance with ARNG regulations, directives and policy guidance, and applicable federal, state, and local regulations and requirements. Interprets and implements policy and directives. Manages laboratory operations, ensures laboratory maintains Oregon Environmental Laboratory Accreditation Program (ORELAP) accreditation, conducts Demonstration of Capability (initial and ongoing), performs bi-annual Proficiency Testing (PT) with an accredited source designs and conducts Ethics and Integrity training, and prepares, corrects, and records all Corrective Action Reports (CAR).
Prepares and maintains laboratory Quality Assurance Plan (QAP), designs and maintains ongoing Control Chart program tracking all QA/QC samples analyzed including: Blank Spikes, Laboratory Control Samples, Duplicates, Matrix Spikes and Duplicates, and Calibration Controls, schedules and conducts internal audits, as well as semi-annual audits required by Oregon DEQ.

Maintains current SOP for laboratory operations; maintains calibrations and updates to all tests, equipment, and chemical standards/reagents maintain logbooks for standards/reagents, calibrations, equipment, and field samples; prepares monthly Reports for all field sampling sites and results; prepares/maintains Bench Sheets for analytes/testing, including processes for analytes, sampling and logging procedures, equipment maintenance, and other documentation requirements. Conducts chemical and microbiological analyses including metals, BOD/COD, E. coli/Coliform, nitrogen, nitrates, chlorine, oil/grease and general physical chemistry.
Maintains constant coordination and communication with Facilities Manager, OMD AGI-E Water Quality Program Manager, Wastewater Treatment Plant and Water Supply System Operators and, as needed, Post Commander and Range Control Officer; provide necessary reports and analytical data to AGI-E; ensure laboratory is functional on a day-to-day basis, and meet agency emergency mission support requirements at all times.

Provides guidance and assistance on matters relating to the development, execution, and maintenance of adequate environmental protection plans and programs. Work involves the reviewing, analyzing, and recommending modifications where necessary, of plans to implement various provisions of federal, state and local environmental statues, and regulations. The work also involves developing and analyzing data and preparation of reports relating to implementation plans for state environmental protection. Reviews, analyzes and coordinates preparation of, or preparing comments on environmental impact statements. Develops and analyzes proposals for new or revised environmental protection regulations and determines their impact on air, water, and land resources. Conducts studies to identify environmental problems, and performs analytical work which contributes to the effectiveness of environmental plans, programs, and methods. Progressively responsible clerical experience or other work which demonstrated the ability to acquire and to apply a practical knowledge and understanding of the program objectives, policies, procedures, and requirements relating to the work of the position.
SPECIALIZED
Experience:
Applicants applying at the GS-11 level must have _36 months_ of general and specialized experience, education or training demonstrating the knowledge of the principles, practices, and concepts of an environmental program sufficient to serve as the expert technical advisor on the various environmental programs. Experience demonstrating knowledge of environmental issues, problems and solutions regarding federal, state, rural and community environmental regulations. Experience in program planning or administration concerned with environmental protection or other activities related to environmental problems. Experience in an advisory or research capacity involving the creation of solutions to problems concerning environmental protection or other related activities. Experience using on-site investigation techniques, analysis of results and development of conclusions to insure conformance to environmental regulations.
_Education Requirements:_
Any technical director of an accredited environmental laboratory engaged in chemical analysis shall be a person with a bachelors degree in the chemical, environmental, biological sciences, physical sciences, or engineering, with atleast 24 college semester credit hours in chemistry and at least two years of experience in the environmental analysis of representative inorganic and organic analytes for which the laboratory seeks or maintains accredidation. A masters or doctoral degree in one of the above disciplines may be substituted for one year of experience.
